All you get is the .exe file, you'll have to set up your own shortcut or whatever once you've unzipped it. Make sure that your Navigator v3.x or v4.x browser is set to show an alert before accepting a cookie, then fire up Cookie Monster, browse to someplace like geocities.com, and watch the crumbs fly!
Click the "pause" button to put the Cookie Monster to sleep. You may need to do this once in awhile, because the program isn't very bright and will sometimes cancel certain other dialogs... and who knows, you actually might want to accept a cookie sometime.
I used Alchemy Mindworks GIF Construction Set to create animated GIF previews on this page so you can "try before you buy." These GIFs may not animate in your browser at the same rate the pointers would on your desktop, but they should be close. (Netscape 2.0 or later or an equivalent is required in order to see the animation.) These are animated pointers for Windows 95 (or NT). I suggest that they be installed in your mouse pointers settings (My Computer-->Control Panel-->Mouse) as follows:
